I'm curious if HIP might be usable for a slightly different approach to programmable ir remotes.

Assuming a windows computer running HIP as well as running a personal web server serving a simple HTML web page on the LAN

Would it be possible for a link on the (local) web page to issue a command to HIP that would cause HIP send an IR command to an IR emitter attached to that computer?

Any info and pointers to other options or links would be appreciated.

definitely possible with EventGhost; so if HIP is not mandatory, use EG.
