Is there a way to get HIP to repeat or hold a keypress? For example, I have my remote configured for SageTV and I currently have to press the up or down button repeatedly to scroll up and down. Holding down the button on the remote doesn't seem to repeat or hold the button, which would end up scrolling in SageTV. Is there a setting I have to use? Or is this a limitation caused by the remote. I'm using an XBOX remote with a USB-UIRT.

This is usually a limitation of the remote. Some remotes do only send 1 command, and others send 1 IR Command for the press and a different one when held. If the led on the remote continues to flash when you hold down...you MAY be able to learn the held command if there is one by obscuring the IR when you first press it.
