Installed the latest windows updates (win7-64bit) and one of them partially killed the tinytwin-v2 device.
Instead of two tuners, webscheduler (System, Select Devices) showed both as "dead" tuner devices and only one "new" tuner device which was unselected.
I reckon it was MS13-081 that did it.
Did the usual, backed-out to a prior restore point and poked around until that patch was seen to cause it.
Uninstalled the driver, reinstalled it, re-chose the 2 devices in webscheduler and it seems to work now.

After the Win patch, under Device Manager, Sound Video and Game Controllers,
- right click and chose properties and uninstalled the tinytwin tuner device driver
- right click on the topmost and scanned for new devices
- right-clicked on newly found T2 device and chose properties
- updated driver, choosing the vista64 folder from the device driver download from DigitalNow
- watched it update
Under Webscheduler,
- chose System, Select Devices
- clicked the "x" on the 2 dead ones to remove them
- clicked "+" on the 2 "new" devices to add them

It now seems to work again.

About Java 7-40, in control panel Programs
- uninstalled java 64 bit java first
- uninstalled java 32 bit java
- installed 32 bit 7-40
- installed 64 bit 7-40
it seems to work for me, no additional sourceforge software run necessary as was thought per a previous thread here "Java 1.7.0 Update 40 32bit"
